Role Summary
A Senior Product Owner and Atlassian Platform Lead is responsible for overseeing the delivery, sustainment, and continuous improvement of an enterprise Atlassian based SDLC and ITSM platform. This senior level role requires leading cross-functional teams, managing product backlog, and ensuring platform stability and modernization in support of federal healthcare systems. The position involves strategic planning, stakeholder engagement, and coordinating complex releases to meet mission critical requirements.
Responsibilities
- Lead the execution of SDLC Next platform delivery, translating stakeholder needs into prioritized backlog items, user stories, and release capabilities across the entire lifecycle, including requirements gathering, development, testing, deployment, and sustainment.
- Manage the product backlog and oversee Agile processes such as sprint planning, backlog refinement, release scheduling, and prioritization of ITSM tickets, enhancements, and technical debt.
- Oversee ITSM operations, including incident management, change requests, service requests, and workflow management, ensuring ticket throughput, adherence to SLAs, and maintaining platform stability.
- Develop and execute platform enhancement roadmaps, delivering capability releases, workflow optimizations, and supporting DHMS modernization goals within established timelines.
- Act as a primary technical advisor to the Government Product Manager and stakeholders, translating technical capabilities into actionable outcomes aligned with mission objectives.
- Lead and coordinate a team of approximately seven personnel responsible for platform operations and enhancements, providing leadership, performance management, and operational guidance.
- Ensure platform release governance and deployment readiness by coordinating with systems engineering, testing, and infrastructure teams, minimizing operational risks.
- Identify, monitor, and mitigate risks impacting platform delivery, performance, or stakeholder alignment using operational metrics and KPIs.
- Optimize Atlassian tools, including Jira, Confluence, and Jira Service Management, ensuring configurations meet enterprise standards and support cloud migration strategies.
- Support migration efforts to Atlassian Cloud to sustain platform continuity through 2029, including managing Jira Data Center lifecycle considerations.
- Oversee capacity planning, workload distribution, and resource management across platform support and enhancement activities to ensure balanced and sustainable delivery.
- Track and report performance metrics related to platform health, ticket throughput, SLA adherence, and backlog status, using data analytics to inform improvements.
- Maintain ongoing stakeholder communication through status updates, scheduled meetings, and formal reports on platform performance, project progress, and operational impacts.
Qualifications
- Over 5 years of experience in product management, SDLC delivery, or platform management within enterprise or federal environments.
- Proven experience leading Agile teams, including backlog management, sprint execution, and release planning.
- Strong understanding of the full SDLC lifecycle including requirements analysis, testing, deployment, and sustainment.
- Experience supporting ITSM operations, such as incident, change, and service request management, alongside product development responsibilities.
- Proficiency with Atlassian tools including Jira, Confluence, and Jira Service Management, including their configuration and administration.
- Demonstrated ability to manage competing priorities and drive results in complex environments with multiple stakeholders.
- Excellent stakeholder engagement and communication skills, capable of translating technical concepts to diverse audiences.
- Skilled in risk management, dependency tracking, and mitigation planning.
- Must have ability to obtain and maintain a CAC.
Publishing Pay Range: $60.00 – $63.00 hourly
This is a fully remote role and can be performed from an approved location.
