Position: Project Manager

Overview:

We are seeking a highly organized and proactive Project Manager to oversee the planning, execution, and successful delivery of critical projects related to the decommissioning of legacy 9-1-1 services and the transition to fiber-based solutions. This role offers a unique opportunity to coordinate cross-functional teams, manage complex timelines, and drive innovative solutions in the evolving telecommunications landscape.

Key Responsibilities:

  • Identify and Document In-Service Wire Centers:
    Lead efforts with consulting teams to pinpoint all currently active Legacy 9-1-1 services—including Selective Routing, CAMA trunks, ANI, and ALI—in designated wire centers scheduled for decommissioning.

  • Map Copper-Based Connections:
    Oversee the identification and mapping of existing TDM/non-fiber physical plant connections to PSAPs, particularly within the 22-state ILEC footprint, ensuring compliance with legal and regulatory requirements.

  • Conduct Inventory and Assessment:
    Assess PSAPs on physical plants to catalog the services currently provided. Evaluate the proximity of fiber service options, including AVPN or future equivalents, from the nearest fiber POPs, analyzing the feasibility of extending fiber to support future needs.

  • Evaluate Cost, Schedule, and Engineering Impacts:
    Analyze the financial and technical implications of extending fiber, including estimated costs, timelines, and engineering considerations, to inform project planning and decision-making.

  • Plan and Manage Service Transition:
    Develop comprehensive transition strategies for phasing out traditional copper-based 9-1-1 services, incorporating new ESInet or IP-based legacy solutions, ensuring minimal service disruption.

  • Develop Remediation Packages:
    Collate assessment findings into detailed “Wire Center Transformation and Decommissioning” packages. These include cost estimates, schedules, and technical requirements for fiber deployment and PSAP transition.

  • Review and Approve Project Plans:
    Facilitate stakeholder review cycles, secure necessary approvals, and communicate transition timelines to PSAPs and internal teams to ensure smooth execution.

  • Program and Project Management:
    Assist the Public Safety Sales team as a key resource, supporting project planning, resource coordination, risk management, and progress tracking for multiple OSP migration projects.

  • Stakeholder Communication:
    Maintain clear, consistent communication with all project stakeholders, including regulatory agencies, PSAPs, and internal teams. Prepare and present regular updates, reports, and documentation that reflect project status and upcoming milestones.

  • Quality Assurance & Control:
    Implement quality assurance practices to verify assessments, plans, and transition activities meet high standards. Conduct regular project reviews and audits for continuous improvement.

  • Implementation & Transition Oversight:
    Manage the deployment of fiber and ESInet services, ensuring seamless PSAP operation during the transition and the orderly decommissioning of wire centers without service interruptions.

  • Documentation & Reporting:
    Maintain comprehensive and accurate project documentation, including assessment reports, remediation plans, and transition records. Prepare final project reports for archival and knowledge transfer.

  • Project Closure & Lessons Learned:
    Lead project close-out activities: gathering stakeholder feedback, evaluating outcomes against objectives, and documenting lessons learned to inform future initiatives.


Qualifications:

  • A Bachelor of Science or Bachelor of Arts Degree.
  • Proven experience in project management within telecommunications, public safety, or related fields.
  • Exceptional interpersonal skills to collaborate effectively with cross-departmental teams, stakeholders, and regulatory bodies.
  • Demonstrated calm, level-headed demeanor and a proactive “can-do” attitude under tight deadlines.
  • Strong creative problem-solving skills with customer-focused, strategic, and profitable solutions.
  • Excellent written and verbal communication skills.
  • Ability to manage multiple tasks simultaneously in high-pressure environments.
  • Self-starter with the capability to work independently and as part of a team.
  • Experience working within a change control environment, including testing strategies and defining acceptance criteria.
  • Confidence to address senior management and articulate critical project updates and risks.
  • Candidates must be legally authorized to work in the United States without requiring employer sponsorship now or in the future.

Pay Rate: $45.00 – $50.00 Hourly
