Role Summary
This senior Program/Project Manager role is based in San Diego, CA, and involves leading enterprise IT projects for local government clients. The position entails managing multiple projects within a fast-paced environment, ensuring deliverables are completed on time, within scope, and within budget. The successful candidate will work closely with cross-functional teams and external vendors to support the County of San Diego’s technology initiatives.
Responsibilities
- Lead and oversee multiple IT projects across various departments, ensuring adherence to project timelines and budgets.
- Develop, review, and refine project requirements to guarantee high-quality deliverables.
- Manage the Software Development Lifecycle (SDLC), including design, development, testing, and deployment of IT solutions.
- Drive project execution utilizing Agile, Scrum, Waterfall, or hybrid methodologies to meet project objectives.
- Collaborate with architects and engineering teams to implement scalable solutions such as cloud services, microservices, and APIs.
- Prepare proposals, statements of work, and develop detailed project estimates, work plans, staffing, and implementation strategies.
- Create and maintain detailed project schedules, including critical paths, task dependencies, and major milestones.
- Manage project resources, budgets, and vendor relationships, ensuring successful delivery within established parameters.
- Provide leadership and mentorship to cross-functional project teams, fostering a collaborative environment.
- Monitor project performance, providing feedback and adjusting plans as needed to meet organizational goals.
Qualifications
- Bachelor's degree in computer science, project management, or a related field.
- Active PMP certification required.
- 5-10 years of experience managing IT projects or programs, preferably supporting state and local government clients.
- Proven track record with Waterfall, Agile, or Scrum methodologies, including backlog and workflow management tools.
- Experience managing multiple vendors and working in complex, multi-vendor environments.
- Strong technical background with the ability to understand and communicate complex IT solutions.
- Demonstrated leadership skills, including resource management, stakeholder engagement, and team mentoring.
- Excellent verbal and written communication skills, with strong problem-solving and interpersonal abilities.
- Ability to operate effectively in time-sensitive environments and prioritize tasks efficiently.
- Must be based in San Diego County and available to work onsite.

Publishing Pay Range: $61.00 – 66.00 hourly
This position is based in office and requires employee to work on-site.
