Role Summary
This position involves leading Agile product delivery for technology solutions that support Public Safety Power Shutoff (PSPS) planning and response in the energy sector. The role requires managing complex products and operational processes within a Scaled Agile Framework (SAFe), coordinating cross-functional teams, and ensuring the delivery of measurable business value. The candidate will work closely with stakeholders to develop, enhance, and sunset energy-related products and services, supporting safety initiatives and regulatory compliance.

Responsibilities

  • Manage existing behavior change products, oversee the development of new products, and coordinate product lifecycle activities.
  • Apply Agile methodologies to research, define user problems, and develop functional requirements across multiple complex products.
  • Evaluate and influence the development of emerging energy and utility technologies by collaborating with manufacturers and service providers.
  • Communicate product goals and strategies effectively to maintain alignment with market needs and organizational objectives.
  • Identify opportunities for product improvements through customer research, market feedback, and internal analysis.
  • Maintain stakeholder relationships and manage development milestones with transparency, securing sign-off on technological and process changes.
  • Review product deliverables ensuring completeness, alignment with needs, and high-quality supporting documentation.
  • Conduct market surveillance to understand competitive offerings and establish the unique value of the product portfolio.
  • Develop business cases to highlight key technical and commercial drivers influencing market adoption.
  • Prepare RFPs, develop IT estimates, and test products in real-market or simulated environments, supporting policy and strategy documentation.
  • Lead user acceptance testing, verify product deliverables against acceptance criteria, and facilitate iterative development with continuous feedback.
  • Promote a culture of continuous improvement through retrospectives and lessons learned sessions.
  • Support training initiatives by creating documentation, presentations, and conducting instructor-led training for end users.
  • Provide regular project updates to leadership, including successes, challenges, and opportunities for collaboration.
  • Serve as subject matter expert to support marketing, sales, and regulatory activities by providing technical content and responses.
  • Participate in on-call rotations supporting PSPS event planning and execution within the Emergency Operations Center (EOC).

Qualifications

  • Extensive experience as a Product Manager or Product Owner leading Agile product development for technology and operational processes.
  • Proven track record working within the Scaled Agile Framework (SAFe), including PI planning and backlog management.
  • Experience in the energy or utilities industry, especially with public safety, emergency operations, or regulatory compliance programs, preferred.
  • Strong stakeholder management skills with demonstrated ability to manage development timelines and facilitate sign-offs across teams.
  • Expertise in developing business cases, RFPs, and IT cost estimates to support technology decisions.
  • Excellent communication skills, both written and verbal, with experience supporting regulatory filings and testimony.
  • Ability to adapt to fast-paced, ambiguous environments and effectively delegate or lead projects.
  • Willingness and capacity to participate in the on-call schedule supporting EOC activities during PSPS events.
  • Technical proficiency with Agile project management tools such as Jira and Confluence, and experience with SAFe planning tools.

Publishing Pay Range: $65.00 – $75.00 hourly

Location Requirements: This position is based in office and requires employee to work on-site.
